Just ran into this problem with our corporate imaged laptops (D630 series) and it took a while but I found a solution. The reason this happened (to us at least) is because we turned off ACPI during the imaging process (which totally freaks out XP when it detects the CPU to install the driver [multicore HAL layer driver]).
This is how I fixed it...
Go to bios (F2 during POST as soon as the laptop starts booting)
In bios go to performance and set the "multi-core support" to OFF
reboot the laptop... log in... wait for it to install the new hardware (which is actually the HAL layer changing to a "uniprocessor" pc setup.
Reboot, go back in bios and set the multicore support back to "enabled"
save and reboot again to xp... let the hardware detect and install new drivers... reboot one more time (so the new "multi-processor" HAL drivers load.)
You should now see the correct number of cores listed in task manager "performance" tab and your benchmarks should show dual core performance.

I just went to a dual core processor. It seems to officially see the
second core processor when you complete the motherboard chipset driver
install. XP may have an older version of the "correct" chipset driver
but it is always recommended to get the latest motherboard chipset
driver from the maker of your motherboard.

I did a repair install and upgraded to SP3 but have noticed the system is
now only using one core of a dual core processor.
Device manager shows two processors, Everest shows both but a performance
test shows
half usual performance, BIONC software is only running one core but used to

I did a temp install on another drive and both cores work just fine so HOW
can I restore access to both on existing installation???
