I need help with the proper steps to setup a PC to "Dual
Boot" with Windows 2000 Professional and Linux. Any help

With Mandrake 9, it is quite simple.
Install W2K.
Install Mandrake.
Done.

They do *not* have to be FAT16 if you let one of the
boot managers that come with Mandrake do the work.
NTFS is just fine and dandy.
