Dual Boot "problem"

I have recently started using a computer that has Win98SE on C drive and
Windows XP on D drive.
When the computer boots up, a splash screen gives a choice of which
operating system to use.
What I would like to do, to facilitate changing operating systems, would be
to place a shortcut on each operating system's desktop that would allow me
to click to the other operating system. Can this be done and how would I do
this?

No you cannot do that. you will have to reboot every time to change OS

See the other option of using Virtual PC. This allows multiple OS from a single OS. one OS is the host and the other OS are all configured and installed in virtual files
