In Vista Build 5384.4:
When I left-click once on the clock in the system tray, a window opens that
has a hyperlink at the bottom that says "Date and time settings" and when I
click on that, a window opens and about 7/8ths down the window is a line of
text that says "Daylight Saving Time:" and then under that in a textbox it
says "The clock automatically adjusts for Daylight Saving Time."
The "clock" in the sidebar is merely a gadget that redisplays the system
time.
There has been talk of an issue with this build of Vista changing the system
time if the time zone is changed at the first run after installation, and
apparently this bug has been addressed and no longer appears in Build 5456.
I did experience this bug, manually changed the time to the correct time and
reported the bug.
When you manually changed the time, you changed the system time, which
naturally would affect any other method of displaying the time, including
another operating system, and probably your BIOS as well.
