DST problems with Outlook 2K3 Calendars

I have started to receive questions and comments regarding times and some
dates for events previously saved within Outlook Calendar being incorrect. It
appears the problem is only for the month of March as well. This is an
isolated problem as well, affecting random users. It is these same users that
I am fielding questions from. Is there a fix for this problem or what steps
should be taken to correct this?
 
From what I have been able to determine, this is caused by the change in the
US to a new schedule for DST. It will not be 3 weeks earlier in the US and
extend 1 week later in the fall. Microsoft has put out patches to both
Windows and Outlook, but they do not appear to fix all problems. I have a
recurring meeting on my calendar established by my US base manager (I'm in
Germany) and now the time for this weekly meeting is incorrect from March 11
through the week of March 29th. I've not been able to find any information
on the MS web pages on pre-existing recurring meetings across time zones and
how (if) the fixes properly address them.

This is all I know so far.
 
Correct, I meant to type "It will NOW be 3 weeks earlier" and not "It will
NOT be 3 weeks earlier". ;)

I noticed that when I ran the Outlook tool, that it also didn't fix all the
appointments, making my all-day events two days instead of one. Since I had
only a handfull that were affected, I simply corrected those manually.
