I have DSL and was wondering if this allows me to publish my website. I have
also windows xp and understand that it is equipped with information server.

Yes you can publish your website using a DSL line.

If you have Windows XP Professional it comes with IIS ( Internet Information
Server) but you need to install it from the XP disk using Add Remove
Programs > Add Windows Components.

If by publishing your website, you mean making it available from your
computer using IIS, there are two things to consider:

1. Many ISPs will not allow "serving" a web site using a subscriber line.
2. Security is a huge issue, you could very easily have your website hacked
doing it that way.

Many DSL's also do not provide a static IP.

What I should have said was that there is a DSL modem router with a static IP
address. Could this be used as the IP address for the IIS.
 
Your IP is assigned by your ISP, not the modem. You need to talk to them,
most can make this available at an extra fee.

You really, really don't want to try and host your web site on your own machine using IIS.

Yes it can be done, but it is not a good idea.
IIS running on a Desktop is a minimized version of the genuine "sever version," and is
really intended for web site development purposes.
