Dropping of printers and unable to add

I have a computer, on a corporate LAN, that had a printer locally installed
and connected. That computer has now lost that printer, and each time that I
click the 'Add a printer' button, I receive an error saying the 'Operation
Failed' with an error number 0x000000a4. Searching for the error number
brings up a blank.

Any suggestions as to what is happening?
 
Is the Print Spooler running?

(from the command prompt, type 'net start spooler' without the quote marks)
