dropdown list properties

I can change the "porperties" in the dropdown list in VB, for example, I
can let the user change the value in the dropdown list or not.. is this
possible in asp.NET?

You mean a combobox functionality. There is no such a control in asp.net out
of box, but there are 3rd party ones. Telerik has one.
