You don't. Java Hover buttons do not support any DHTML menus.
Also, a very large proportion of visitors to your site will be unable
to see your hover buttons - the required Java Virtual Machine is not
installed with Windows XP by default, and many users with JVM
installed block it anyway.
Replace your Hover buttons with text or image links, and for the drop
down menus see
