Drop-Down List of Links

Is there a way, within standard FP 2003 tools, to build a drop-down list of
links to other pages on a site?

For example, in a company website there might be a list of employees, with
links to individual pages containing biographical material on each employee.
That can easily done with a straight HTML page, linking the names to the
pages. But it would be nice to have this in a drop-down menu format, so a
visitor would scroll the list to a particular name, hit "submit" and be
taken to the relevant page.
