Since installing Vista ultimate 32bit, my drives are powering up and down
every few seconds. I have indexing turned off but its still doing it. I'm
hoping this is not too vague.. :)

What do you mean by "powering up"? How much memory is in the computer?
What kind of computer?

dual core 3ghz(intel), 4gb ram (appr 3.4 used), 2 sata III drives, twin BFG
8800's in SLI mode. The boot drive is on all the time as expected. The
second physical drive spins up for 5 secs, then spins down again... this
goes on ad nauseum. Power management is turned off... indexing is turned
off. It can't be good for the drive to do that all the time, can it?

Vista writes to a lot of log files and does constant profiling (read up on
things like the Superfetch feature for an example). It runs various
background task all the time. However, I would be more concerned about the
boot drive running all the time after the first few days because it
shouldn't with the amount of ram you have. It sure doesn't on my system.
It did when I only had 2GB and the system itself diagnosed it for me as
excessive page file usage and recommended more ram. I added the ram. It
worked. But you have sufficient.

Click Start and then Help and Support, Table of Contents, then Maintenance
and Performance, and finally Monitoring Your System. There are all kinds of
ways in MYS to get a line on what's up with your system.

fwiw, the system isn't powering up your drives every few seconds. They spin
up at power on and continue running. What you are seeing is just the
read/write activity light.
