Is there a way to make sure that the hard drives are c:, d:, e:, etc. while
any additional CD/DVD/etc. players/writers get named afterward (f:, g:,
etc.)? I read what seemed to be the applicable sections of the 'help'
feature, but nothing seemed applicable to this problem, which surely must be a
common one.

What you are asking for is the normal Windows letter assignment. Of
course, if the edits the drive letters then you won't have that order,
so I guess the answer would be to keep the user from messing with them!

If the number of harddrives if likely to change, the best thing is to fix
the DVD etc. drives at a 'safe' higher letter.
eg, on my laptop, depending on which network/removable drives I had
connected I could have anything between 1 and 5 hard-drives available (C, D,
E, F, G) So I fixed my CD/DVD drives to be J and K (skipped H and I to give
me a bit of breathing space).

To Set the letter of the drive, use:
Control Panel ->Administrative Tools -> Computer Management.

Then from the Tree in the left hand panel, select Storage -> Disk Management

Then Right Click the drive you want to set-up and choose 'Change Drive
Letter and Path..'

and give it a suitable letter.

This should remain fixed even if the number of hard drives change unless
you get up to this letter with regular drives in which case I think it might
get changed (so make it a nice high letter) look out though for mappings to
network drives which might have some of the higher letters...

Thank you, exactly what I wanted. My C: drive is nearly full so I'm adding
new programs on E: and F:, but for a while I had two DVD drives, which mucked
things up. If I add another DVD drive I'll make it G.

If voting could really change things, it would be illegal.
