I should have mentioned that I am running Win2K/SP4.
Whoops - bad URL. But I found it using the KB number.
I also found the KB articles for Win2K. It looks like I have a buggy
driver somewhere. It only happens when I add a second HD to the
system. Otherwise the shutdown works as usual.

The problem was caused by a corrupt disk. Once I fixed that problem,
the Stop error went away.
