Driver Update does absolutely nothing

If I go into Device Manager, right-click on any device, and click "Driver
Update ...", absolutely nothing happens.

If I right-click on a device, click "Properties", and then click "Update
Driver..." in the Driver tab, the "Cancel" button greys out and the "OK"
button changes to "Close"...

Anyone know how to get it back to actually letting me update a driver?

Thank you for the response. Unfortunately, it didn't solve my issue. I ran
the update, verified the registry setting, and still had the problem. Also
tried rebooting, still no luck. Finally, deleted the key altogether, which
also changed nothing. Any other ideas? If I can't find an answer soon I'm
considering breaking out the XP install disc and running system repair, then
re-applying SP1. Think that will fix it?

One other note on this issue: I discovered this problem when trying to
install a USB hard disc, which according to the manufacturer should cause a
"New hardware found" message to appear in the taskbar when I plug it in.
That popup never comes up (which eventually led me into the Device Manager
to try to manually assign the driver) - however, the drive does appear in
the USB Devices section as "USB Device". I just can't do anything with
it...
