How do I install the driver for the PATA/IDE/SATA card during windows first
install so that the hard drives can be accessed?

Your card/hardware came with an installation/driver disk. During the
installation process follow the prompts (I think it is something like F6 but
it has been a while) and select to install a third party HDD/RAID driver. It
has been a long time but that's where you do it - during the install itself
before it gets anything even loaded.

I haven't used it, but you might try this. nLite.
Drivers can be integrated if they are in the right form (INF).
When finished, you have a new Windows installer CD.

Most be an a floppy drive or floppy formatted compatible flash drive.
You can buy a USB floppy drive.

So the driver CD will work? It doesn't have to be on floppy any more?

I've seen CD, floppy, and even flash drives from the OEM.

Unless you want to slipstream the sata drivers into a new operating system
install cd, the answer is no, You have to press F6 and you have to have a
floppy drive for the drivers to be found. after pressing F6 pay close
attention to the screen, it will take a few minutes for the actually request
to mount the floppy drive with the drivers. Be Patient.
 
can I copy the drivers (inf files, sys files etc) from the CD/hard drive to
a freshly formatted floppy disk.

yea but will windows 1st install process read them?

Every time I have gone through the process the answer has been yes. I
imagine there are some exceptions but so far so good.
