You "tried restarting" your PC? And did it restart OK?
I ask as PC's are configured to scan floppy and ROM drives
first upon boot, and if no boot disks, then HD and windows etc.
It has been known for a corrupt media disk trapped in a drive
to confuse the boot process, and not get beyond the scan of that
drive.
Are you confident to open your PC's casing? If so,
Remove all external peripheral hardware - scanner, printer etc
Do NOT power On PC, but also do NOT disconnect PC from power supply.
Remove PC cover and locate specific DVD drive.
You will note that on rear of DVD drive are 3 connections:
Power supply/IDE cable/audio cable
The IDE cable is the wide flat ribbon cable, disconnect this from
rear, Your DVD drive is no longer configured within PC, but you note
as it remains connected to the PC's power supply, which should be showing
a green light, the DVD drive is now "independent" press the tray open
button
of the DVD drive, Do NOT Power-on PC.
The corrupted disk will be ejected, close tray
Reconnect the ribbon type IDE cable to DVD drive
replace cover, reconnect all hardware
Boot PC normally
