drive is reconized by windows but not in my computer

y is it my secondary hdd is reconized by windows in
device manager and a that but wont show up in my computer
foder expain how to fix probem pease thank you
 
if it is a new drive, try fdisk then format the drive.
that is similar to the fault I had when I installed a new
secondary drive
