Please define will not run.
It's possible your graphics card or drivers for the card are not compatible
with this version. Do you have the latest drivers for the card, have you
checked the manufacturer's website to make sure it is compatible with this
version of Direct X.

Michael thanks for answering and helping me first of all.
I was trying to load a game and it told me to get
directx9.0b. Went to microsoft and downloaded it. After a
restart Windows shuts down I have to restart in safe
mode. I get a blue screen that reads windows will not
run. I would think that downloading it from microsoft,
they would tell me it is not compatible. I will check
with Microsoft. I am not sure how to do this. I guess
it's time to learn. Thanks again, If you know how to do
this please reply.

Unless they've had specific complaints about a specific card from a wide
range of users, you won't see that type of warning. Second, they have no
way of knowing what graphics card or soundcard you have on your system.
Compatibility information with regard to those cards must come from the card
manufacturer as they would know best if there were any issues or necessary
updates enable compatibility.
