If you've got Vista Ultimate it should be an option in Windows Update. If
you've got anything else then you're out of luck.
Frankly though, I can't see why you'd want it - it appears to be best
described as some kind of Vista Crash Wizard, and whatever version of Vista
you've got installed, it should ship with Windows Media Player which appears
to address that particular niche market quite well.
