Dragging icon problem

regsvr32 ole32.dll
regsvr32 /i shell32.dll

I can no longer drag an icon on my desktop from one location to another.
What can I
do to repair this. Also lost my taskbar at the bottom of the page.

Does WinKey+R launch the Run dialog?

As I lost my taskbar, I can no longer get to the start command. Any
suggestions?

Repair the Taskbar manually. See David's post here:

The WinKey+R did launch the run dialog. I ran the two commands you

they were successful, however neither fixed either of the problems. 1)
Dragging
icons on the desktop, or bringing back the taskbar. When I place the cursor
down the bottom of the screen, I get a two headed cursor, which when I
try to drag the
taskbar up, but no go.
