Dragging files

If I drag files from folders or icons on the desktop,
they don't appear untill the move is finished and I let
go of the mouse button. It does it on both left and right
buttons. I can't find any setting that will correct this.
Does anybody know how to fix this?

Is "Show window contents while dragging" in Display> Appearance> Effects
checked?
