I have recently installed SP2 for Windows XP - and have
seemingly lost the ability to copy via "drag and drop" in
Explorer. The default "drag and drop" action seems to be
to move the location of the file I have attempting to copy.
Is there any way to change this action so it copies the
files?

Shift + Drag
Move a file (default when dragging on the same drive)

Ctrl + Drag
Copies a file (default for dragging between drives)

Ctrl + Shift + Drag (also Alt + Drag)
Creates a Shortcut rather than moving or copying a file (default when dragging only program files in 95, default for dragging files called setup.exe and install.exe later versions)

Drag with the right mouse button.

I always drag with the right mouse button. When you release it you get a
choice.
