You asked two questions so I'll do my best to answer each.
Yes and no, I suppose. It sounds like this may be more of a user training
issue than a software problem.
Is there a way around this?
Yes. Use the correct method for picture insertion into the PowerPoint
presentation. Save the picture to the HDD, then insert into the
presentation. This way, you get only the picture, not the links. Drop and
drag is quick, I'll grant you that, but it does not know what you want to
bring over. Often you will get more than you wanted. In this case, it
thought you wanted to goto the web-page and inserted a link (since you
dragged the web page onto the slide, I'd say this was a reasonable
interpretation).
