Drag-And-Drop File Email?

Does anyone know of a program where you can drag a file onto it's
shortcut, it asks you for an address, then sends it to that address?

Freeware, shareware, whatever.

Foxmail allow drag&drop of one or multiple files on it's shortcut
just enter a recipient address (or pick in address book), then press [send]
button

FoxMail.

You can also right click on a file and select "Send To,, FoxMail". I find
that very convenient.

*IF* you use Outlook Express (not sure about NS, Moz, etc.) you can create a
draft message and then click on file then save as and save it to your
desktop. then from there when ever you need to just send a message just
click on the icon on your desktop or drag a file over the icon.

Outlook Express: Drag & Drop the file to your OE inbox and OE will
open a new email message for you to enter the address with the file
added as an attachment.
