DRA Problem w/ Windows XP Pro in Workgroup

Need to implement EFS on Windows XP Pro in a Workgroup. Followed

EFS is working, but when I select file | properties | advanced | EFS
Details, I cannot get a Recovery Agent Name / Certificate to show up in the
bottom window (Data Recovery Agents For This File As Defined By Recovery
Policy).
Have created & imported the recovery agent .CER, and also successfully added
the Recovery Agent in the local security policy. Have tried cipher /U.

You have posed this question in a Windows 2000 newsgroup. I would think
a better choice would have been an XP newsgroup.
