downloding explorer in its entirety to a cd

how do i download explorer on to a cd so i can get my
other computer back online. microsoft just downloads the
setup file and when i try to install it, the setup
program tries to log on to the internet to find the
files. I am having prblems logging on already, that is
why I need to reinstall the browser
