You don't mention the version of Windows or IE you are using, or what error
messages if any, all of which is very important information, so I can only
take a guess at any suggestions.

Disable any download accelerators you might have installed.
Disable Zone Alarm, which can sometimes interfere.
Disable any 3rd party toolbars, such as Google, Yahoo, etc.
If you have Yahoo Companion, uninstall it.
