When I am redirected to a file location to download an
update, it shows the attempt, but cannot connect to the
download site. This even happens when I go to Messenger
6.0, and is hampering my ability to update several of my
other programs. Must be a setting somewhere. Even when
I temporarily take my explorer settings to low on all
aspects, there is something preventing a secondary
program connection. The XP firewall is off.

rightclick IE (Internet Explorer)/properties/Programs
Click to expand...
tab.
Check each item under internet programs how you have them
designated.
