downloads or attachments open with MS Publisher

For some reason all my file downloads or E-mail
attachments willonly open with or save to MS publisher.
Then I can't open them or use them because MS publisher
won't allow it. I 've tried rt clicking the icon and then
changing the open with option, but nothing works.
How do I change this??
