Downloads Hang at 99%

Although the download is successful the Download dialogue hangs at 99%. Task
Manager shows the task as "Not Responding". I therefore end the task which in
turn shuts down Internet Explorer.
Restarting IE could causes potential problems with multiple Logins resulting
in getting locked out of the Download site.

I am running Windows Defender, Windows Firewall and AVG (antivirus) - could
any of these be causing the problem?

Does it help to clear the cache (Tools, Internet Options, Delete files)?
