Downloads automatically downloaded into Temp Files

Can anyone help me? A friend was over and screwed around with my settings
and I've been able to fix all but this one.

When downloading off the net you normally get the pop-up window with the
options open/save etc. And then if you hit save you can pick where to save
it.

Well now if I click on something to download it, nothing pops up and a few
seconds/minutes later (depending on the file size) My temporary internet
folder opens with the file saved there.

It's a large pain and if anyone can help it would be greatly appreciated.
