when ever i try to d/l something i dont get the option of where to save it and it automatically saves it to a temp folder. is there any way i can make it so i get the options again

Open Windows Explorer
Click TOOLS menu|FOLDER OPTIONS|FILE TYPES tab
Find the file type for the download and select that entry
Click ADVANCED
Checkmark the "confirm on download" box, and see if that solves the problem
