What is the best program for downloading complete Websites for
off-line reading? some years ago I used to use HTTrack but didn't fine
it very satisfactory. Has it been improved in the last couple of
years?

So do it. Like the man told you, File > Save as > .mhtl (or Webpage,
complete)

don't know whether it's 'the best' or not, but you could try WebReaper
