downloading to disk

I Cannot download any files at all onto disk. My machine asks me to Insert blank disk, even though I have put brand new blank disks into the drive
 
Create a new folder on your desktop, download the file into that folder,
then record the contents of the folder to a CD. One cannot directly
download a file to a CD.....it must be "recorded" to a CD.

Thanks. I tried it but I'm still getting the message to insert a blank disk into the drive. It is a brand new disk that I've just trie

What CD-ROM software are you using?
