Downloading the Complete IE7

Why can't we download IE7, for storage on a CD. So that it can be installed
on multiple computer.
I don't want to install over the Internet.

Can this be done?
Better yet; Can it be done FREE?

I'm not seeing where I can download for a later installation.
However, I'm on w2k at the moment and cannot run the Gen. Val. Tool.

Do I have to have XP just to download for later installation?
If so, I will have to wait until next week.

W2K can download files that require validation. The Windows
Genuine Advantage Validation tool will be installed on a W2K
system. It just doesn't check anything. Once the WGA tool is
installed you can download the file. Here's a direct link to
the file. Keep in mind that while you can download the file to
a W2K system, it can only be installed on XP or 2K3.
