I am trying to use a FrontPage template that I downloaded
from the MS FrontPage Addins page.

I got the zip file extracted ok, and installed the
template, but when I try to open a "new" website, it does
not show the new template in the window.

The readme file for the template says:

This program will automatically install your new theme to
the default Microsoft FrontPage 2000 themes directory,
i.e. C:\WINDOWS\Application Data\Microsoft\Themes
directory. If you installed MS Frontpage to a different
dir, please make the appropriate changes.

Can someone help me understand how to make the changes to
where the template is installed, so it will show up in my
window when I try to create a "new" website?

Thank you in advance.

Sounds like you downloaded a Theme "template" based on the saved location
- available to be applied as a Theme to your site using Format Theme
