downloading pictures from windows 98 to xp

I have many photos on old Windows 98 pc that i want to
download to new xp home addition pc. Have downloaded to
cd rw but when I load onto new pc it says the disc is
empty. Tried connecting my dell memory key to old pc but
wouldn't recognise it. help!
