My PC is always on and set to send and receive every few minutes. Is it
possible to set the options to allow me to download messages on my laptop,
Ones that have already been downloaded to the desktop PC. I am sure that I
have seen something that allows you to keep a copy of the mail on the
server.

Depending on what version of Outlook you are running, there is an option on
your POP3 account settings to leave mail on the server. For example, if you
are running Outlook 2002 or 2003, you would select Tools | Email Accounts |
View/Change account | highlight the account | change button | advanced
button and go to the last tab if my memory is accurate.
