Downloading Internet Explorer for another computer

Hello,

I have a computer at home which does not have internet access. To install
the program to dial in to access the internet, I need a recent version of
Internet Explorer.

I tried to download the Internet explorer 6.0 installer file onto a computer
so I can burn it onto a cd and transfer it to another machine in order to
install it, but this was a failure. What happened was that the installer file
needs to be connected to the internet to download and install the rest of IE.

Is there any way I can just download IE to a hard drive without installing
it, burn it to a cd, and install it on the other machine which needs it to be
able to connect to the internet??

What version of Windows is on the machine?

The postings from the other parties were helpful if you are using Windows XP.
But I'm still using Windows 98 SE and I need to download IE to one computer,
burn it onto cd, then install it on another machine. Both machines are
Windows 98 SE.
