Downloading hot fix for 331596 or 822022 - IE/Gzip issue

All,
I'm don't visit the MS support site recently. Can someone
tell me if there is a way to download the hotfix
referenced in the following article, without having to
contact MS directly? If that's not possible, will MS
charge me for this type of a call?

"Note In special cases, charges that are ordinarily incurred for support
calls may be canceled if a Microsoft Support Professional determines that a
specific update will resolve your problem. The usual support costs will
apply to additional support questions and issues that do not qualify for the
specific update in question."
