Downloading from web

Hi
This is my first post and looking for info to a problem.
We are a 2 computer household. working on 1 cable modem
through a router and hub on a network. Both computers use
win XP . The problem is that My computer will not
download ANYTHING from the internet .

I am looking for any suggestions or help with this
matter.

Also our network works to see each others main shared
files but will not let us access them.

Can you surf at all? Can you get your mail?

We need more info.
