Can my Broadband provider see what I am downloading from the internet?

If your ISP cares to look, then yes of course.

But is this relevant to Windows Vista? Wouldn't this be more relevant in
comp.os.ms-windows.networking.tcp-ip? Or maybe alt.tin-foil-hats, or
alt.black-helicopters?
