Downloading from internet site

What settings do I need to change to download programming from websites. I
work in a radio station and someone fiddled with my security settings so now
when I go to right click a program, the save target as is not darkened. I am
running win xp

Could be the IT department has enabled it in group policy. Have you checked
with them?
