".wps" is the extension for a Works word processor document. Works is
Microsoft's all-in-one office program, a cheaper more basic alternative to
Microsoft Office.
If you had Works installed, then double-clicking the file should
automatically open the Works word processor. Also, if you had Works
installed, you would be able to see it in the programs menu.
If you've tried these things and haven't found Works, than you almost
certainly don't have it installed. It's not something that is automatically
included with Windows, although many PC manufacturers do bundle it with a
new PC (if the PC has no other office software).
You may be able to open the document in whatever word processor you have.
Select "Open" in your word processor, look at "Files of Type" at the bottom
of the Open dialog box, and click on the down-arrow on the right. This
should display a list of all the file types you can open. If ".wps" is not
listed, see whether your word processor has an "Import" command and try
that. If you still can't find an option to open a ".wps" file, then you're
out of luck. Contact the owner of the web site where you downloaded the file
and see if they can supply it another format.
