Downloading is not installing, these terms have quite different meanings.
In another context, going to the store is not the same as serving dinner.
It's very likely that *something* happens, but there's no information in
your post to help. Are you installing from a downloaded version? From a
CD, DVD, or diskette? Installing from a web link?
A first point of contact would be the Print Workshop support, but, it
sometimes happens that installers open windows for input - like language
selection - that are behind other windows, and it *appears* that they have
hung, when they're actually just waiting for you. This is one reason why
other programs and windows should be closed during installs.
If you download, unzip, and run (there is no installer) the Process Explorer
utility, you can watch what happens - what files are launched - when you run
the Print Workshop installer. It would be a good idea to reboot before
trying this, because if the Print Workshop installer had already run but
failed, it might be blocking later attempts. Rebooting would terminate
these leftover processes and let you identify what files, exactly, are being
launched.

Also, leftover temporary files can also interfere with installers, so you
might try running the XP disk cleanup utilities or the excellent free tool
ccleaner (
www.ccleaner.com). If you choose ccleaner, look at the "other
builds" link for the "slim" install, which is the same but without the Yahoo
toolbar you probably don't need. This does have an installer, and does
take some time to scan your system the first time. Choose Analyse to
identify what can be removed, then Run to do so. Note that this may well
also remove saved passwords and IDs for things like news and banking sites.
So, I would first suggest rebooting, cleaning out temporary files, rebooting
again, then retrying the install. If that doesn't help, contact Print
Workshop support. They may have FAQs on install problems.
