Is there any downloader that doesn't need to install, and just
runs off its directory without any need for administrative
privileges? So far I have found Octopus, but I wonder if there is
any other too.
There is, it's called WackGet.

There's an installer free version, 138kb download:
http://millweed.com/projects/wackget/WackGet1.2.2.zip
--------------------------------------
"WackGet is a download manager. It maintains a queue of files and
downloads them in the order you specify.
WackGet is a minimalist application. It doesn't tax system resources,
doesn't require a lot of screen real estate, and doesn't include
extraneous features. It's free, ad-free, and is lovingly developed and
maintained by the hip people at Millweed.com.
WackGet uses wget to download files. (In the WackGet program directory,
you'll see a copy of wget.exe.) We had to modify wget slightly.
For the latest version of WackGet and other stuff, visit
http://www.millweed.com/projects/wackget/.
WackGet is released under the terms of the GNU General Public License,
which can also be found online."

I can highly recommend this software if you want something simple and
effective. As well as resuming it's own downloads, it will also resume
a partially downloaded (from somewhere else) file in the same way that
Octopus does. By placing the file in WackGet's download folder and
giving WackGet the address, it will pick up the download at the point
it was stopped.
Just place everything in the zipfile in whatever folder you wish, set
the preferences as you would like them and that's it.
