Downloaded MP3 file doesn't not show Asian (Title, Artist) correct

Hi,

Is there any body can help me this problem?

I had downloaded a few MP3 from internet, most of them are in Chinese
(simplified), they didn't show the information correctly on Title, Artist,
Album..ect, I can hardly to organize them into my library without the coorect
information, I even could not see the name of the file by Windows exploer or
Media Player, I had already download the asian language from CONTROL PANEL,
REGIONAL SETTING, it didn't help, This is how it looks like on the file name
"µ«Ô¸È˳¤¾Ã.mp3".

Oppositely, the download WMA file is working perfectly, so I suspect the
problem is on the Decoding of MP3 file only, please give me a hand, thanks

Your information is helpful, I downloaded the Chinese language from your
website, but it still could not display correct information, I believed I had
already installed proper language from CONTROL PANEL, REGIONAL SETTING.
because my downloaded WMA is working very well, but not MP3 file

So I think the problem is when I download a MP3 file onto my computer,
whether XP can not encode to MP3 correctly or XP can not recognize the MP3
lannguage format, please somebody give me the answer, thanks
 
The files have probably had metadata added in such a fashion that the system
can't identify it as Chinese text.

You may have to change the system locale for non-Unicode programs in
Regional Settings, OR find some other program which will convert non-Unicode
text, a string at a time.

This was exactly how it happened, I tried what you suggested to me in
CONTROL PANEL, REGIONAL LANGUAGE SETTING, ADVANCE and select "Chinese (PRC)",
now it is working perfectly, thanks for all the people give me a hand
 
I also read of a software converter called Convertz that may handle some of
this functionality. iTunes' "Reverse Unicode" function likewise.
