Downloaded Microsoft Security update kb828028,now outlook express dont work?

I have a Power spec. 6242 that came with Outlook Express.
on feb 11th., I downloaded above security update and now
my outlook express dont work anymore,o.s. is xp.
I noticed on a computer forum that another fellow had the
same problem on the same day.
I used system restore to back up my computer to feb 8th.,
but to no avail,also deleted the only 2 icons I could
find on search for kb828028 security update.
can someone please help me make outlook express work
again?

What don't work, Jimmy? Was your anti-virus application running during the
install? Was Outlook Express?

The MS04-007/828028 download page lists three (3) different downloads for
WinXP:

- Microsoft Windows XP, Microsoft Windows XP Service Pack 1

- Microsoft Windows XP 64-Bit Edition, Microsoft Windows XP 64-Bit
Edition Service Pack 1

- Microsoft Windows XP 64-Bit Edition Version 2003, Microsoft Windows XP
64-Bit Edition Version 2003 SP-1

All it says on my history of downloads is windows XP.
My firewall and anti virus where running at the time I
downloaded this update,by the way it was loaded 2 times
feb. 11th., & 12th.
I now have computer backed up by system restore to feb
8th., and microsoft update is asking me if I want to
update to kb828028 again?
Also my walmart isp is messed up,I cant use it,Im typing
this on my free netzero isp which is working just
fine????????
I thank you fro any help that you can give me,will a
quick restore do the trick? Thanks,Jimmy

I deleted the two same security updates #kb828028,now my
isp is working again,but outlook express still doesnt
work,it works only offline,I believe the problem is with
Hotmail and will clear up in time,as I have had this
problem before 1 time with Bluelight and 1 time with
Hotmail,both times it was there fault,Thanks again,Jimmy

I was right,I sent an E-mail to Hotmail telling them my
Outlook Express problem was at there office,so they fixed
it and the problem is gone.
Thanks everyone,if you ever have a problem with outlook
express not working and you have it configured
correctly,be it hooked up to Hotmail or any other
isp,just leave it alone for about 4 or 5 days and the isp
will fix it,if not send them an E-mail.
This is the third time this has happened to me,2 times
with hotmail and 1 time with Bluelight.
