Downloaded .EXE will not open. claims permission error

A mate of mine has downloaded the new etax program, to be able to do my tax
return over the net. Unforuntaley it won't open. i did not see the error
message but he claims it says there is a permissions issue and will not open,
there is only one user account and it is set to Admin level permissions. Is
there a Internet Explorer feature that locks the opening of downloaded .exe
files. i thought there might me. i know Outlook refuses to open .exe's. It
could be part of XP SP2. I did not check if his system had auto updated.

If it's an NTFS partition, and if you're running XP SP2 there may be a
possibility for this error. Type Winver in Start/Run box to know if you have
SP2 installed or not. Also, post the exact error message, and does it happen
to all the files downloaded? Example: Download
http://www.mvps.org/sramesh2k/utils/ToolbarCop.exe to see if the problem
occurs.
