downloadable files that prompt a "save as" dialog box

how do I create a link that will prompt the viewer to choose where to save a
file rather than just automatically opening it?

You can't. This dialog is determined solely by the browser itself. If a
browser knows what to do already with a file, then it will open it with
however it knows. For example: a text file will be opened in the browser
because it can display a text file. IE will open Word documents inside the
browser window because it knows the appropriate way to embed them.

The only real alternative is to zip files that you want downloaded with a
program such as winzip. Browsers don't open zip files directly and will, by
default, ask to save/open the file.
